TO20 locked up n gears?

So I tried to pull start my Ferguson. First second and third gears are locked up. Fourth gear will turn the motor over. Do I have something broken in my transmission?

When pull starting ANY tractor, always use the HIGHEST gear. Lower gears won't spin the engine, and if it did engine speed would be much faster than needed to start. Long as engine spins in fourth gear, you have nothing wrong.
