CAV hydraulic head

I'm having trouble getting my CAV to work as expected. It spent ten years with water in the fuel system, so it was a mess.
I'm suspecting I have a clogged passage in the hydraulic head, but I see no info about opening the thing up. There's a
small Allen screw inside the vane pump head, but it only turns a few turns and binds. Seems like it's too small a screw to
hold the thing together, and the manual calls it a "rotor plug". I'm going to go find some pipe cleaners and see if I can
work from the outside.
 
The small rotor plug screw is put in with some red loc tite, probably why it's binding. At service school we were taught to never remove that screw unless it was leaking at the gasket, which will cause low cranking fuel delivery.
