TO-35 governor issue

I am diagnosing an issue with this TO-35.

The throttle wants to creep up on its own.
Also the govenor does not seem to be operating like it used to.
HAs anyone had experience in the govenor on this unit?
Is there a typical part or parts to correct this?

Also, how can I verify it is the govenor? And not something else?

How is the governor operation different? The governor is attached to the front of the camshaft and is access by removing the front engine cover. Before doing that, make sure all the external linkages are in adjustment and springs and friction washers are present and in good shape - attached is the definitive adjustment procedure
