where to set draft control for using a 451 new Holland mower on a 35 massey or does it matter? I raised the mower and it wouldn't go down .I revved the engine and it went down

Set the draft lever about 1/2 way on the quadrant and LEAVE it there and use the position control lever only. Also, be aware if position lever is moved all the way down three point WILL raise, so stay above the lower quadrant response setting range.
