Tractor Won't run

I have a 9N tractor that has been converted from 6 to 12 volts. It runs like it is starving for gas. At idle or fast idle it seems to run fine but when you try and do any work it will die.If you pull out the choke it will rev up again. The shut off valve/glass float bowl had been replaced with a petcock and an inline filter at one point.This has recently been converted back to the original shut off and float bowl.As well the inline filter has been removed as I thought it might be plugged. All indications are that is is a fuel supply problem but I can't seem to find out why.
Any suggestions.
 
Probably be better off putting this on the N board. Use a flashlight and look into the tank and see if you have a lot of rust. If you do I would replace the tank and avoid future issues. Also N's have more than one filter. The sediment bowl is one, the screen on top of the sediment bowl is two and there should be one in the elbow at the carb for three. Hope this helps. Gerard

With the fuel turned on, remove the drain plug in the bottom of the carb bowl. Gas should flow steady from there enough to fill a pint jar in a minute or two. If it doesn't, you have some clogged filters somewhere. That brass elbow on the carb for your fuel line is a good place to look. Here's what the filter looks like.

if you can make it run with playing with the choke as in if the tractor runs better at half choke, and wants to stall when the choke is closed it might be time to take the carb apart and clean it
