steering fluid leaking by steering wheel is there seals that could fix problem or have to have new steering box column tube assy
 
has someone overfilled the gearbox with oil?

my old TO35 steering gearbox does not have a drain plug, so over the years I have used a suction device and pull the old oil out and replaced the oil.

you could used a suction device and pull the old oil out and replace it with corn head grease.

corn head grease is some of the best lube out there. It will flow like heavy oil, so it will run into the gearbox, but it will not leak out like gear oil.

you can also fill the gear box with a good quality grease, many old low speed leaking gearboxes have been kept running for years using grease.

just depends on how much money you want to spend.

There a seal on top of the steering gearbox. To get to the seal u haft to pull the steering wheel the fuel linkage and the oil pressure line than unbolt the gauge panel lift up. There 4 bolt take the top housing off. Pop the seal out be careful there a lip next to the seal. Replace the seal and o ring. Than put back together.
 
My 135 leaked at the steering wheel after I"d foolishly used a hammer to help remove the steering wheel. I finally pulled the column to replace the seal, and discovered some broken springs that actuate the valve. It turns out there had been a service bulletin and an updated part number. The springs were quite expensive, but them and the new seal fixed the leak and it steers better than ever.
