I have a 1970 4020D syncro with 150 hours on a complete rebuild. New clutch/PTO bearings and flywheel. PTO has worked flawless since the rebuild, using a NH 615 disc mower, 336 square baler. This is the 2nd year on the rebuild. Finished baling this year (about 1000 bales) with no problems. Now I noticed that the PTO is running all the time. Cannot turn the pto shaft with the engine off, bearing working correctly at clutch, i.e pto engaged the dowel pins are extended. Is this something wrong with the clutch pack? If I split the tractor, what do I look for besides clutch setting from flywheel.

With pto in off position are the pto valve operating pistons retracted or extended. Are both springs(item 23 & 24) in link attached? Link

I was afraid of that. Lever works ok, made sure the dowels were out pushing on the clutch arms. Bought the gauge to set the clutches when I bought the new parts.

Everything with the lever working right up top? Beyond that....back in you go or pto on forever. Correct tool used to check adjustment?
