B timing with distributor

How is a 49 B with a distributor timed? I can't get it to fire or anything. It has new plugs, coil, points, and condensor.

I had a '48 B with a Delco, so it's probably similar.

If the tractor is still 6V (not been converted) verify that there is a -6VDC source to the points with the ignition on and points open.

If that is NOT present, check for that voltage at the coil primary. If voltage is not at the coil, go upstream to the switch and its source.

If the voltage IS present at the points, verify that the points are actually opening and closing.

Last 6V coil I bought was BAD right out of the box. Just because parts are new doesn't mean they are good. Come to think of it last VR I bought was bad too.

The tractor has spark at the plugs. but will not start, I must be doing something wrong. Maybe the condenser? I was driving the tractor and it just quit.

Are you sure you don't have a fuel problem? If there's spark at the plugs, that would seem to rule out an ignition problem.
But I've been wrong before.

If there is reasonably healthy (blue) spark at the plugs, the ignition system is doing all that it can. It may be good to determine if that is happening at the right time, however.
