Dltx 16 runs best with idle needle closed

I have a model D with dltx 16. It runs ok but if I close the idle needle it smooths out and runs great. Open the idle needle and it s running rich smokes and hunts a bit. Load needle open about 1 turn and fuel level in the bowl is 3/4" below the gasket. What should I look for? I have gone through the carb with the right drill bits and instructions from Roberts but did I miss something?
 
I took it apart again and cleaned all the passages. While
blowing it out with air I put in the plugs in order to make
sure every passage had good airflow. With the air gun
pointed down the vertical idle passage, I felt air pressure
rushing out around the brass plug that guards the secret
passage at the bottom of the stem. Looking closer I can
see that the hole is way oblong on one side so the plug
wont seal. It still threads in good but theres an obvious
leak there-the idle needle cant control the fuel flow.
Right or wrong I put the brass plug back in and put a tiny
dab of jb weld on. Will see if it helps when it sets. The
hole almost looks like it was drilled that way
