J D G timing issues

Working on a G with a friend and with the crank gear and cam gear marks lined up as the should be the governor gear and cam gear marks lined up as it should be. Now we roll the fly wheel to get # 1 up on compression at tdc. The lug on the gov. Where the mag goes is not Parallel as it should be. Where are we going wrong. Thanks for any pointers!!
 
the marks on cam and crank gears really mean nothing.
what is important is that flywheel is at tdc when piston is at top dead center.

if this is right move on to left hand exhaust valve opening at the correct mark on flywheel

if that is correct move flywheel to top dead center and lift governor housing and rotate shaft until lugs horizontal. done
 
The thing is EVERY component needs to be properly aligned:

Flywheel on correct crank spline
Crank to Cam gears correctly timed
Cam to Governor gears correctly timed

If so when flywheels LHI is at 3 o clock lined up with flat mark on tractors side,,,,,,,,,,Left piston is at TDC (if flywheel on correct crank splines) ,,,,,,,,The governor shafts female drive slot (where mag mates) should be flat horizontal fore and aft...

Its rare for the flywheel to be removed or cam to crank gears moved so often its the governor shaft to cam gears that are out of time which is fixed by lifting the governor

Look at flywheel and LHI marks and see if piston is at TDC to check its timing (on correct crank spline),,,,,,Then look at cam to governors timing

Yes sir, we did that and everything lines up correct now. The governor gear had to be moved to get the female end to be parallel. It is firing at tdc now so should crank when we get fuel hooked up. Thanks
