4020 Injection pump

I have an early 4020 that my dad had installed a combine motor in it. I rebuilt the original motor but the injection
pump is not pumping out any fuel. The pump did spend 17 years sitting in a tote but it looks good and spun freely.
I put in a new John Deere lift pump and I am getting good flow to the injection pump, I can hear fuel returning back
to the tank.
I pulled the inlet fitting out of the pump and the screen is clean. I pulled the rear cover off and can see what I believe to be
the metering valve and springs and the metering valve turns very freely.
Any ideas?

The rotor plungers are probably stuck, I repair 4 or 5 pumps each month with the same trouble after setting awhile with old fuel, or traces of water in fuel.

Do you normally have to replace the plungers or do they just need to be loosened up? I suppose the
pump has to be completely torn down to get at them too?

The plungers are seldom replaced as there are at least 8 size gradings that could fit a given rotor. Pump must be torn down to free them up, then HOPEFULLY the pump will prove to be good on the test bench.

Here is a reply in the link I made sometime back for someone else in your situation. This explains in detail what the problem is. I will strongly discourage you from trying to attempt to do this yourself. It is not a job for someone who has not been taught by a knowledgeable individual looking over your shoulder.
DB pump stuck plungers explained

Best just bite the bullett and have an expert do it. Usually $1000 deal maybe less but it will run correctly and be right. Sitting with old fuel is main cause of pump problems.

Dieseltech's email is always open and I would suggest contacting him to rebuild the pump. It will be done right at a reasonable price.

The last 3020 engine I fixed had stuck plungers pump, but it is now running very good after I got it freed up.
They are very easy to do, but the first one can be intimitading.
The stanadyne kit is around $60. Dieseltechs is probably the best option, but learning and doing it yourself is a good option. You need to get SM2045 or equ. You can find it free.
