830 three cylinder hydraulic issues

I have an 830 three cylinder utility tractor. For the last year the three point hitch will no cycle up until the scv lever is cycled. Can hear the pump build pressure the the hitch will lift. Seems like once this is done once the hitch will work fine until the next day. Also the hitch lever seems to not have much effect in the middle part of the range. Yesterday the hitch quit functioning all together. We have verified the draft setting lever is in D. This tractor has open center hydraulics so it's different from most of the green ones I'm used to. Any thoughts?
 

JD utility tractor with 3 cyl engine model 820,830 & early 2040 through serial #266,750 all have similar open-center hyd systems. I suggest to check dump valve spool to be sure spools aren't stuck.

That is the valve body under the right floor board correct? Had that apart a few years ago and replaced some leaking oring.
Would this also explain why the hitch doesn't seem to follow the hitch control lever position in the middle part of the quadrant? The lift arms seem to follow the
control lever if making coarse adjustments but if the control lever is moved slightly the hitch doesn't seem to respond.
 

My guess the reason 3pt arms don't readily respond to movement of 3pt control lever is control valves have too much clearance or L/D mechanism is adjusted correctly. There are several steps that need to be followed to adjust L/D mechanism outlined in 830 tech manual.
