Power Reverser Shift Linkage Problem

Have a 2000 model 4600 power reverser tractor. This winter the
constant shifting back and forth plowing snow brought forth a
problem where the power reverser would stick in reverse and not
be able to shift anymore. I could make it work by shutting down, grabing the shifter linkage wiggling it and moving the shifter back to neutral.
Investigation revealed the "Shifting Lever" [i:bb6c6e949a]illustrated[/i:bb6c6e949a] is loose
allowing the lever to operate off plumb and the Cap nut
[i:bb6c6e949a]illustrated[/i:bb6c6e949a], securing
the lever to the frame wobbling drastically when moving. I am
not able to turn the cap nut as there is no means to apply a wrench to grasp. This nut is not illustrated in the IPC. It is
possible this cap nut is pinned to the frame member, but
that would assembly impossible with the clearances involved.
This cap nut is tapped in the center so that it acts as a external
nut for attaching the plastic left cowel lower screw.

Subsequent models (4510) use a much simpler rocking
lever to activate the power reverser.

How to FIX?
