1967 4020 synch shift changed hydraulic oil filters and screen. Noticed some metal and fibers. Now have little to no hydraulic functions. Any suggestions on what next.step should be?

Welcome to this forum
Check to be sure frt hyd pump shafts rotates when engine crankshaft rotates IE pump drive coupler has not failed.

Transmission pump MAY be worn and not picking up prime, disconnect line going forward on LH side of tractor and CRANK it for a short period and note if oil is being pumped forward and/or pump primes.

If it IS, stroke control valve in main pump MAY have a bit of debris in it, if it has a manual destroker, destroke it, run the engine for a bit (which should clear the debris), then back out destroker valve and see if hydraulic functions return.

I lots of debris in the sump, brake linings are likely coming apart and enough debris MAY have found it's way to the main pump to clog the little screen in the control valve.

Simple stuff first- is this tractor new to you?

The lack of hydraulic function- your foot is off the clutch, correct? The transmission pump only runs when the clutch is engaged, and it
wont fill the filter assembly, etc without the transmission pump turning.

New filter was installed correctly? I've seen where someone (my son) removed the filter, didn't notice the cone that sits in the housing was
stuck to the filter, and put it together without that. The tractor worked, but the filter wasn't doing anything until we put the cone back
in.

Good luck with this. I hope it is simple.

I had the output pipe break off the pump. The tractor was sitting
idling and it suddenly went real quiet. I could only get some
hydraulics when the engine was revved wide open.

If a non wet clutch oil was poured into the system . It will cause deterioration of the brake pads , PtO clutch fibres and PtO brake fibres .
