4020 Diesel question

Hello,
My son uses the accelerator pedal on our '67 4020D quite a bit. Last fall it started sticking and we had to fiddle with the hand throttle and/or pull the accelerator up with our foot to get back down to an idle. Any thoughts on why that may be? I have heard the governor ring could be falling apart. But to take the pump off and have it rebuilt is an expensive proposition, so I thought I would see if there are any alternatives first.

When the pump needs repair they USUALLY rev up high right after starting, and playing with the throttle USUALLY will bring the speed back down IF the retainer pins have not sheared off yet. Does the hand throttle move down sometimes when the foot throttle is used? If so the friction disc under the dash needs to be tightened up some. I just repaired two JD pumps, the 3020 had the weight pins sheared completely off, the 4020 pins were almost sheared off too, but were barely holding on.
