4000 Synchro shifting

I have a1972 4000. It will not consistently shift into 7th and 8th gears. All other gears work fine. When you release the clutch there is no grinding, it is just like it is not in gear. When it does shift into these gears, everything seems fine. Does something in the linkage need adjusting? It looks like someone in the past has welded the hook bolt to the spring assembly on the quadrants side. Could this have shorten its travel or is something else going on? Thank you for any advise you can give me.

If shift quadrant drums have any loose motion that needs to be corrected with new bushings & shim washers. Then shift linkage adjustment needs to be checked & possibly adjusted.
 
X2 what Tx Jim said. I don't have my technical manual in front of me but I think there is a whole section in there describing the repair and adjustment of the shift control and the linkage. Study
that and you'll see how everything works.
 
Thank you. It does seem loose. I do have a manual and have been working at figuring out how it works.
