Unstyled JD B steering gears

I have noticed the steering is a little sloppy on my 1935 B so I took the steering cover off, cleaned out all the grease real good. I even pulled the steering rod and cone and cup bearings. They all look good. I am seeing side to side movement in the sector gear. I did remove the lock screw retaining the collar below the sector gear. My question is it a eccentric adjustment because it just goes round and round. I did try to pull the sector gear on the splined shaft but it don't budge at all. I tried heat, pb blaster, and a bfh and it was a no go. Any help or advice would be appreciated

Notice that the part under the washer has more showing on one side than the other. This is the eccentric. Turn the front wheels all the way to one side. Adjust the eccentric until it is tight.
Tighten the lock screw. If you leave the wheels centered as you do this, you will find that you cannot turn the steering wheel, because the cogs wear in the middle more than at the ends
