1010 governor

Working on a 1010 gas thats having a throttle issue with the
governor. When given throttle its delayed and then all of a
sudden it races to wide open. Cant get a steady rpm when set
with the throttle. What Ive found so far is the throttle linkage is
the early style with the solid rods and bell crank down to the
governor but it has the pierce governor on it. Everything Ive
found shows the pierce governors had the cable setup to the
governor instead. Any help greatly appreciated.
 
Are you sure that's the problem? Is there any chance it could be the weights in the distributor sticking or timing? I say this because my 1010 was having issues that I chased for a long time and it was all in the distributor and timing. I also thought I had a governor problem.

I did find that the majority of the parts for the bell crank system are NLA from deere. I did find some on ebay that were used and in fairly decent shape. I am not sure you could put together the parts you need to switch from the rods to a cable set up.
 
Im going to pull the governor this weekend and check the weights. I just didnt know if the linkages would make any difference or not in the operation of the governor. From the pictures in the service manual the rod style and cable style both seem to come down to the governor the same way.
