1946 JD B won't run right.

I have our 46 B put back together. But for the life of me I can't make it run smooth, or increase off idle more than a couple hundred rpm if lucky. It eventually dies out. The carb has been over hauled. Magneto is new and been tested. Head gasket is new. Read about a possible governor issue. But I believe that is working. It visible moves the rod in n out. Plugs new. Wires new and correct.

It runs kinda smooth then will get lumpy and blow black smoke. The intake side of the carb gets moist on the outside. So I took the air filter dust collector off, wondering if it was choked.

Any advice would be greatly appreciated.

There is a possibility that your float is not set correctly or you have a hole in it. Had the same issue happen to me and it turned out to be the float had a hole and would flood the tractor. Pull the bowl and remove the float. If it sloshes there is your issue. If it is good then the level will need to be set. I set mine per the manual.
 
I'll double check that today. I'm certain that it's new and set correct. But worth a look. Its getting frustrating for sure.
