4010 won't pull

Looking for some help with our 4010 gas.. it will run all day long at any rpm if it is sitting still or driving down the road. When we put any kind of load on the engine it will begin to "loap". Example- pulling a 150 gallon 3pt mount sprayer at PTO speed (2000 rpm) it would drop to 14-1500 then back to 2000 over and over again. We have cleaned the carb, replaced all the plugs and wires, new electronic ignition, coil. Removed the mechanical fuel pump and replaced with electronic. This has been a problem with this tractor for a long time, we normally just do light duty work with it, however farm is growing and we really need it to pull. What do we try?
 
Your description of the symptoms leaves a lot of loop-holes in the diagnosis. First prove the engine is okay. Check compression, valve adjustment, adequate fuel flow from the tank
through to the carb, a strong and clean ignition system and full battery voltage. Check your condenser as this little part, if defective, can spoil your day. If in doubt, replace the
condenser. After the engine proves okay then you could have slipping engine and/or PTO clutches which may cause loss of pull/power to the ground and variation of engine rpm's.
 
Thank you, we have not done any testing on the engine as of yet. We have checked fuel flow and have good flow through the carb, and we have verified the electrical system numerous times. I am planning to check compression as soon as I have time to work on it. Correct me if I am wrong but we should have around 110psi.
 
If the tractor has the cast iron carb on it there would be a load jet on the back
bottom corner of the carb open it a 1/2 turn and try it again it may just be
running lean.it is easy to adjust for heavy loads open a little more then for
light loads close a little it sound like it is closed to far now.
