Looking for ideas just overhauled runs pretty good at low speeds but runs outta fuel when I speed it up carb has been cleaned and apart again , I may try putting more fuel in tank and had oil cup off as well

How did you clean the carburetor? If you accidentally miss cleaning (via drilling) any one fuel passage, it still won't be right. BTDT.

I suggest adjusting the mixture needles on the
carburetor;
Idle mix one and one half turn out;
Load mix one turn out.
Also, if a Delco distributor, points adjustment
should be .022.
Also, go to NAPA and purchase a Standard brand
condenser. Standard is the brand name.

I put an old NOS AT14468 condenser in it but just cleaned the points, seems like starving for fuel Ive turned the high speed needle out 4 turns no help idle like 2.5 turns

Just because a condenser is nos doesn't mean its any good. Get new points and condenser.

I installed new filter screen in that but I may change the needle and seat dang ethanol swells up them rubber needle valves really bad sometimes see it on a 2510 a couple years back

Remove the bowl drain from the bowl and rig up a clear plastic line from that and up above the bowl. This creates a sight glass that allows you to monitor the gas level in the bowl. If the bowl fails to maintain it level, then you have a restriction in the feed system. If the tractor still fails to run at high speed but the bowl level is fine, then your issue is elsewhere. This could be plugged internal lines on the carb, leaking gaskets or throttle shaft bushings which would prevent proper draw through the carb or ignition issues.
