JD 6200 Brakes

I have a 6200 deere (with cab) I just recently bought.I have slowly been fixing things and figuring things out but I cant seem to find my brake issue. The brakes pressurize while the tractor is running. Either moving or not. If I open the bleeders while its running fluid will slowly flow out. I have seen this issue brought up and that it is an easy fix bur haven't seen anyone who has had this problem and followed up with it. Thanks for any info.

1st thing I suggest is to check is be sure brake pedals are returning to home position when feet are removed

Thanks for the Welcome Tx Jim. They do both seem to be returning all the way. ( both equal and near the pedal roller) I have tried to pull them back a little further by hand to check that but haven't put any pliers on them.
