4020 rockshaft housing correct assembly

Last summer I repaired an external leak on rockshaft housing and o rings on valves. Assembled it and 3 pt arms went up....no leaks....continued mowing.
Now when I hook up a 3 pt tool....arms go up, they go all way down, not much in middle. Did I miss the correct placement of cam follower in housing? And what setting should draft lever been in ....late model 4020. How do I get the correct placement of cam?
 

For any task except utilizing ground engaging equipment(plow) L/D lever should be set in ''D". I suggest to adjust L/D control mechanism following steps outlined in JD 4020 tech manual. You might be able to determine if cam follower on 3 pt linkage is in correct position by viewing through round opening in rear of trans case up & to the RH side of rear pto shaft.
 
I'm sure the cam is miss aligned. The
arms worked as they should before I took
the housing off and reassembled it. How do
you get the cam in correct position during
reassemble of heavy housing?
 

Remove rockshaft control valve housing(shaded outline) then align cam(item 10) in linkage correctly as housing is reinstalled with new gasket & seals(see photo below for part #s)

I've got a industrial 400 that had the cam follower misaligned. When putting it back together I slowly lowered the housing with a cherry picker while my wife got everything aligned with a screwdriver. It looked like when ever it was assembled misaligned some flexing occurred.
 
I lower it then align the arm with the cam and then continue to lower the housing until seated . If you get the arm on the wrong side of the cam the three point wont work at all period
