2755's with Lucas CAV Injection Pumps

I have two good and decent 2755's and both lope when started cold until the RPM's reach about 1,000. It mostly ends when they warm up. Both have Lucas CAV pumps. My 3055's don't do this nor do any of the older tractors with Roosa-Master pumps. It there something going on with the the governor or something or is this just an inherit issue with Lucas pumps?
 
Some engines/pumps are known to have a low idle surge, some don't. Some CAV DPA pumps on JD engines don't even have a low idle spring, they don't surge but are dead at idle. Most pumps have six governor weights, but some are built with three or four weights too. CAV DPA pumps also had three low idle springs available. Far as Stanadyne/Roosa pumps that don't have a low idle surge, LOTS of Oliver 283 and 310 diesels surge bad below 850 RPM with the Roosa pump.
Any worn gearing that causes excess drive backlash will cause surge trouble too.
