1971 4020 hydraulic/ power steering issue

Hey yall,
I have my grandfathers 1971 4020 JD. it is a side console synchro machine. when it starts up it has zero steering. Seems like a lot of resistance to move the wheel with no front wheel movement. Is this common? After about 45 seconds-1 minute it resolves itself. Also, it sounds a tad bit like a whine at start up from the rear of the machine in colder weather from the hydraulics? I checked the level of hydraulic fluid and it was really low.
Looking to use this tractor this spring. I just received it and am trying to educate myself to solving the issues it seems to have. I appreciate and help!
 

Do you have the Operator's and technical manuals for it? While they may not solve this steering issue for you, between them they will provide info on servicing filters, normal maintenance, lube specs, etc. (you asked in your post on Restoration and Repair Tips about filters and where they were).
Those manuals will help you along with support from folks here, technical manual especially, if you get into diagnostic testing of the hydraulics. If you don't have an operator's manual you can download a copy for free from the John Deere Technical Information Store. The technical manual you have to purchase from somewhere, I don't know of a free one. You can get the JD publication number for it there, which you can use to find the right one from another source if you choose.

Go to Equipment publications and Model search 4020. You will need your serial number to get the right one. When you click on an operator's manual it should give you an option to download (with no price). You can download and save it for free.
 
No power steering at initial engine starting sounds typical for hyd oil draining back to sump after engine stops running. JD recommended installing a hyd oil check valve in oil supply to frt pump.There have been numerous threads on this site concerning adding a hyd oil check valve. If hyd oil sump screen hasn't been checked lately I suggest to check/clean the screen.Screen is held in diff case by round plug close to part #s in photo.

Dumb question... after starting, do you take your foot off the clutch? The main pump is fed by a transmission pump, the transmission pump only spins when the clutch is engaged on these.

If it charges up more quickly with the clutch engaged, your issue is not likely urgent... a lot of 'em act that way.
 
After the tractor runs for about a minute and power steering is activated it tends to feel heavy and remains so throughout operation. Its always been like that even when I was a little kid. Is this a common issue with the screen being plugged maybe?
