Ron....here's a pic of the "friction plate" I made for my 70 diesels. The friction plate was originally a fabric type construction but is NLA from John Deere. I used 1/8" HDPE sheeting and fabricated to fit the openings. The friction plates for 70 gas models also use a plastic insert like this.

This topic leaves me wondering exactly what I have at home. I once bought a box of parts at auction from a guy that worked at a local JD dealership and had a couple two number series tractors, a 60 for sure. He had several boxes of NOS parts as well as good usable parts and I know there were some replacement throttle discs there. Knowing he had a 60 I attempted to replace that disc on my 60 but did not get that far as I was able to to make an adjustment without getting to the disc. BTW that guy had a 60 with an upright air stack, only one I have ever seen. I did get several boxes of parts that are certainly going to get a second look when I get back home this spring.
 
Dan...I will have to check the parts manual, but I recall the friction disc was bonded to the metal part. The part number is for the metal part with the bonded friction disc and is NLA.
 
I bought one years ago when they were still in stock. They should have had me bring a doctor's certificate of good health before they told me the price. I kept the old one and determined then if I ever needed another one I'd "do something else".
 
In my experience, when JD is getting ready to obsolete a part they jack the price sky high. Pony engine rods went from $100 each to $400 and then they became NLA.
