Looking at my 1929 gp pilly brake and I don't know if it is missing something or not but what "pulls" it away from the pulley ? The clutch operating lever with the round pad that goes against the pulley brake adjusting bolt moves but nothing " holds the pulley brake next to it . Is this how it is supposed to be ?

Nothing pulls it back. It just floats. My father in law put a loop of wire around it on the A but yours is a little different.
