The 148 is working good on the Oliver but the boom cylinders will not lift the front end off the ground. Gets up a little bit with the bucket rolled forward but the cylinders won't quite retract all the way. I'm thinking some air is still in them?
 

Have you checked your tractors hyd pressure? Is FEL control valve relief valve pressure set the same or a few psi above tractor system pressure? When attempting to raise frt tires are rear tractor tires free to roll a small amount? It's possible 1 or both boom cylinder piston seals are by-passing fluid. That can be determined by disconnecting butt end hose & pressurizing rod end of cylinders to determine if any hyd oil exits open ports on butt end of boom cylinders.
 
Could the cylinders be at the end of their stroke? Some always have a few inches of rod showing, like the bucket cylinders do, I don't remember on those lift cylinders. You can check by unhooking the rod end of one and seeing how far it retracts. When you roll the bucket out and lift the front does it hold there or do the lift cylinders drift out.
 
The cylinders collapse all the way and they don't drift. I'll have to check the relief pressure on the loader valve, hadn't considered that. The valve is a new Prince and the PO had the cylinders rebuilt by a local hydraulic shop, Robek. The tags are on them.
 
Or it could be like the small Kubota I had. It would not want to lift up the front end. This was handy to remove the mower deck. I figured out if the brakes were locked it was trying to lift and pull the whole tractor ! Unlock the brakes so the wheels could roll and it lifted it fine.
 

To add to what has been said, cylinders have less "pull" than they have "push" because the area of the rod cancels out that much area of the piston in the "pull" direction. The larger the rod in relation to piston/cylinder bore the more pronounced this is.

Either the tractor is short on hydraulic pressure to provide enough "pull" to lift the front end or the loader valve is bypassing.
