1950 John Deere A wheel removal

What am I missing to get the right rear wheel off of this shaft? One of the po cut the axles and pushed the wheels in most of the way. I don't have access to heat at the moment. The tire is a inch or so away from the belt pulley. Are there wedges in there or something. Seems like rust will be a issue. The 20 ton bottle jack doesn't work on it side and I killed a 8 ton bottle jack.

Your jack should work the way you have it if the jack has the right amount of oil. Try turning the pump to about the 4:00 position and try it again. You should not have to heat anything if your jack is working.
 
Take your red jack out--set up and check its oil level. When you put jack back in; put its pumping piston to
the bottom; it will work..
 
Honestly, I would cut that hub off and not waste time and effort trying to press it off. It unbolts from the wheel. The flanges are broken on at least one if not two sides. Remove the broken hub center and
get a good used one.
