Calling Tim S. 4430 PS PTO issues.

I'm at a loss with this tractor. Someone was in this tractor before. Customer bought it with the PTO spinning going down the road in 8th gear. I did all the pressure checks per the deere tech manual. Clutch and brake pressure was 175 lbs. It never lost brake pressure or gained engage pressure when operated in all gears. Split it and pulled the C1C2PTO apart. Pto was fried. Everything else looked good. I replaced the PTO brake after double splitting it as well.
Replaced all seals, discs and plates. Ran the tractor on the dyno after repairs. It worked flawlessly. Customer has been running it on a baler and has started running the pto in 8th gear but only above 1800 RPM. Im totally alright having to fix it on my own dime. Its part of the business. I just need some insight on what I am missing.
 
Im giving it some thought,, have you put a gauge on the pto port and with tractor shifted into tow put it in 8th gear to see if your getting oil pressure to the pto..
 
How about loss of PTO brake pressure in 8th.... I'm trying to relate the 8th gear thing,,I have not had an issue like this...
