John Deere power lift

I have a power lift I am trying to get working again for my Unstyled John Deere A. I replaced most of the major gaskets. I was trying to replace the leather piston cup, but could not get it to fit into the cylinder, so I just used the original.

When I first put the power lift on the tractor, the rocker would just oscillate back and forth. But now it doesnt do anything.

Anybody still alive that knows about this old piece of equipment?

I did. It is black now. I did try installing in the cylinder that way, but no luck fitting, too big a diameter. So, I installed the old one again.

Not sure if it needs weight on the shaft or if that would even matter. I have tried a crescent wrench with my weight, but the axle doesnt stay down, the spring retracts the axle if I let go.
