41 b wont start

have a 41 hand start b with wico C mag that we cant get to start or keep running on the rare chance we do get it to start. if i spin it over real slow by hand it will occasionally hit on 1 but wont carry through to another power stroke. when we are pulling it it will hit and fire along with the throttle pulled all the way back, as soon as i move the throttle the tiniest bit it quits firing. we had it running long enough to drive it to gas barrel then to the shop to air up a tire where i was adjusting carb and got it running better but then i slowed it down and went to speed it up and it was like you shut some switch off, never did get it to run longer than a few seconds after that. it was doing the same thing last summer and i got it so it would start and run good on the first round of the flywheel but i have tried what i did last summer to no success. should i be looking for a carb issue or mag issue?

another thing that puzzles me is that i had to rotate top of the mag all the way back to get the impulse mark to line up with the mark on the cover when it clicks, i cant say for sure but i would assume that the marks should have lined up where it was for the last how many years, is it possible something internal has gotten out of time?
 
With the engine at no1 tdc is the drive slot for the magneto horizontal. The governor shaft may be out of time.
 
I would check the timing frist I bought a 36 b at a sale that was running nice at that time. After that and the day we pick it up my boy said that it started hard. So one day no one was around to pull start it and I wanted to move it and tryed every thing to start it I got mad and started checking things and found that the governor slot was off an after I check to make sure the dots for the cam was time I move the gear of the governor in time with the cam. The b starts good now. Also check an make sure that the inputs spring is set string to snap. A weak spring or one that needs set to snap harder will make a weaker spark pplus it might not have then to fire at the plug under compresson.
 
pulled mag off tonight. slot wasn't flat horizontal. the timing marks on the gears appeared to be on but i turned governor gear a tooth and that made the slot horizontal then, now the mag is round the middle of the adjustment range but i still haven't got it started and didn't have help there to try pulling it.
