4010 Intermittent Steering and Brakes

I recently purchased an early 4010 for tractor pulling. I removed the rockshaft and lift arms from the housing and capped the line to the rockshaft. Now the steering and brakes don't work like they should. I have a factory manual, and according to it all the oil should go to the brakes and steering with the rockshaft capped off. What am I missing or is this issue completely unrelated to the removing the rockshaft?

Due to the fact you no longer utilize hyd's for 3 pt or scv's I suggest to remove the priority(pressure control) valve(key 14). With priority valve AWOL then if steering/brakes fails hyd pump will be at fault. Have you checked hyd pump stand-by pressure to be sure it's at 2250 psi?

TX Jim, I was leaning toward the priority valve being the issue as I did hear a slight cavitation noise under the dash cover. Plan today
is to get gauges on it and see what the pressures are. I was also planning on pulling the priority valve apart to see if it had a broken
spring or some other internal issue. But I never really thought of gutting it. Thanks man, I'll keep you posted on results.
 
the priority valve lets the steering and brakes get the oil first and when the stand by pressure dips below 1750 psi it shuts the SCV's and rockshaft off,, so it is not your reason for the issue at hand,, a high pressure leak in the steer valve or brakes could be it or a sticky stroke valve in the front pump..
 
So today I gutted the priority valve, no change. Hooked a gauge up to the pressure line from the pump to priority valve and had 0 psi. Then with the tractor running I ran the stroke screw in on the bottom of the pump, shut the engine off and backed the screw out. Restarted and had ~2300 psi. I hooked the line back up the to priority valve and still no brakes or steering. So I walked away and opened a beer. Plan this week is to get a number six and number 4 cap and cap off the steering and the brakes separately to see where the oil is going.
