4020 synchro clutch pedal sticks

I have a 4020 with a problem I've never heard of before. I just had the clutch rebuilt. Both the trans and pto would not disengage. A local shop did the work. The mechanic only works on older deere tractors and he is very good. He said the housing had a lot of rust in it when he split it. When i got it back everything works properly with one twist. When you let the clutch out the pedal returns to within a half inch of the stop. The wheels drive fine but the pedal is not touching the stop. If you reach down and pull it back it pops to the stop. Has anyone seen this?
 
Had a 3020 that sat out all the time, needed to pull the clutch pedal shaft out and clean it up, lady sold it before I could fix it.
 

The spring looks like it is hooked up right but it is probably the original one. Maybe I'll replace it just to eliminate that possibility
 
Recommend to soak the the clutch control shaft bushings with some good penetrating oil from both sides. With engine off, remove bottom cover and
soak the shaft bushings from inside best as you and outer left side from outside keep working it and soaking it. If you want to soak outer right
side you will have to remove soft plug or simply drill small hole in it on top side and fill it with penetrating oil and let it soak. When all
better plug hole in soft plug with a dab of silicone sealant. DW
