520 Hood Bolts and Springs

I have the correct hardware (as close as you can get these days) for my 520. My question concerns the four mounting points on the bottom of the hood. Two of them are studs that go through the rail with nuts and two of them bolt the to the rail. All four have springs and inserts that stop the bolts and nuts. I know the springs are for tension and/or vibration. I have read that the bolts and nuts should not be tightened until they bottom out to permit flex. If this is true, how does one know how much to tighten? Thanks
 
You need the spacers that go over the bolts, this allows you to tighten the nuts and still leave flex room for the tinwork. B2804R and 28H1497R 2 of each.
