Early 4020 clutch spring questions

Working on replacing the PTO and trans clutch on my early 4020 sn 77769. PTO was shot, both plates warped, disk shot, and two of the fingers were broke. Got all new parts, fingers, disk and plates for the PTO. Got a new disk for trans but both flywheel and back plate checked out fine. I also bought a spring kit to replace all the springs and heres where my question is. According to the manual I am using, SM2039 it states outer spring should be no less than 3.0625 and inner should be no less than 3.3125. The springs that were in the tractor were outer 3.220 and inner was 2.910. So I bought all new springs and their measurements are outer 3.340 and inner 3.60. I was at the dealership today and talked to the service guy who looked up in his manual and it says that the inner should be shorter than the outer, like what I took out of the tractor. So which ones are correct? I even looked up the specs for the parts online and the sizes match the ones I got in the kit. I had it all together on the bench and the PTO disk is very tight with it all bolted together it barely slips at all and I have the adjustments pretty close. Any ideas did they change the inner spring or do I have the wrong manual for my machine?

Considering it's age the original spring has most likely been subbed. The parts book should show it if it has. It's not the length of the spring so much it's the amount of tension. A smaller diameter wire would require a longer spring to get the same force. Bigger would be shorter. Back when I was working on them I don't remember ever even checking the new springs. I'm sure the guys that are still active will chime in if there's an issue.
 

Shown below are the springs spec's according to JD. I think the most important spec is spring rate or amount of pressure required to compress to a certain height.

The springs have nothing to do with the pto. They are the apply springs for the traction clutch. To set the clutch, it has to be assembled in the flywheel and you need the special tool to set finger height.
 
I know they don?t have anything to do with the pto but when I have it all assembled in the flywheel on the bench the pto disk is still rather tight. I?m thinking the springs are putting more pressure on the pto plates
 
Yeah those are the ones I looked up too and they
match the ones I got in the kit. They just don?t
match the ones that came out of the tractor
 
The springs only put pressure on the pto when the pto is engaged. If the pto is dragging with new parts, back off the adjusting screws under the pto levers. You will need to adjust them anyway when assembled.
 
The new springs are correct. Attached is pic of clutch I did a few years ago showing the inner spring being longer. I have a fully documented powerpoint showing the removal, repair, and replacement. Not sure where it is but I could probably find it if you think it might be helpful.
 
Also, the PTO clutch plate should be loose when you've got the clutch fully assembled. If it's tight, somehow you've got something goofed up.
