New generation foot throttle linkage

On my 2510, the foot throttle moves when
the hand throttle does. If I step on it,
it moves the hand throttle down to wide
open and stays there. The foot peddle
doesnt spring back up. I've never drove a
10 or 20 series that had a functioning
foot throttle, so I'm not sure how they're
supposed to be. But this seems wrong. Can
anyone tell if something is hooked up
wrong? I'm wondering if these 2 I circled
are switched. I cant tell from the parts
book. The picture is looking straight in
from the floor board towards the engine.

There's two levers with a spring between them circled in your photo.

The left lever is pinned to the shaft, the right lever needs to be able to rotate free of the shaft.

I suspect that the right lever is rusted stuck to the shaft.
 
Yes the right lever is tight on the shaft. I figured it had a pin in it or something under the spring. The left side moves with the foot lever. I can hold on to the throttle and push the foot lever down and the left side lever in my picture moves.

Likely, the friction discs (26) are worn, damaged, missing, or the tension is not set properly on them with nut #24 and bolt #34.

Also, are the side friction plates (25) installed correctly so a stationary pin engages the slot and prevents them from turning?
 
Bob is absolutely correct. You need to soak it with penetrating oil and try to get lever that is seized to shaft to turn free. Worse case is you may have to remove shaft assembly to get it freed up, but start with penetrating oil and soak and work it loose hopefully. DW
 
Ok I'll check all this. Might just go
ahead and take all the linkages out.
There's some slop in them and a lot of
slop where the peddle goes through the
dash.

Messed with it this morning some. It was the tension adjustment bolt. The hand throttle would stay where I put it before, but once I tightened that bolt up the throttle became stiff enough to stay put while I pushed on the foot pedal. I never thought of looking there! Thanks!
