3020 injector pump will not prime

I just had the injector pump on a 3020 rebuilt and I cannot get fuel up to the injectors. I have fuel at the inlet of the injector pump and fuel coming out of the return on the injector pump. I have the throttle open when I am priming so I guess I feel like I am missing something here.
 

To clarify; are you looking for fuel to the injectors using the hand primer pump or cranking it over with the starter? The hand primer will not put fuel to the injectors, the engine/injector pump needs to be turning over to do that.
 

I was trying to accomplish with the hand primer. I guess that makes sense then. What is the best way to get the engine to fire when the injector lines are all empty? Just keep cranking the motor?
 
As Jim said, the hand primer feeds fuel through the filters to the injection pump ONLY, engine MUST be cranking over, WITH INJECTOR LINES LOOSE at injector inlet. When you see a good spurt of fuel at each injector, tighten the injector inlets and start engine.
