Haven't worked on one in ages but I don't see any reason why you can't rebuild it. If memory serves me there is a little block (gauge) you need as well as the feeler gauges and picks. & The service manual!
 
The question is...is the problem the valve or the steering motor up front...or both? The steering motor is fairly easy to test if the tractor is a 3020/4020 including the 2510. They have a leakage return line the 3010/4010 did not. With the small return line from the steering motor disconnected, does the return leak oil when you slowly turn the steering right or left (best done with front wheels pointed straight forward)?
 
I use 2 heavy machined/flat squares bolted to housing w .030 feeler gauges between them and operating collar to obtain same effect as OEM setting plate, hang a log chain on steering wheel to hold operating collar in place. If plate end play adjuster(2) use shims, replace with newer type jam nut type adjusters and also lap in pressure & return valves. Several diff settings by different manuals but the I&T manual gives good guide.
 
It's not Rocket science to do one..but if your not use to doing them it can be difficult,,and you won't know if it's right till you put it back in. And yes the steer motor can be part of the trouble. When I made this test bench it helped prove things before going back together,,it works for cylinders and hoses too.

Thanks for the replies guys . I?m not sure if the guy would want to fix it or not and I?m not sure if I want to volunteer to fix especially this time of year it doesn?t sound like a real good snow drift project .
 

IMHO JD engineers must have worked a lot of overtime dreaming up something as complicated as the steering & scv on 10-30 series rowcrop tractors.

Back when I served as a JD dealer service manager I witnessed experienced JD technicians(mechanics) that had to "redo those steering & scv" more than 1 time.
 
When you think about it,, they do a great job,,they give a great feel as you steer, will steer enough to guide you when the engine is off,, and when you come to the end of a left/right steer there is no squeal or labor on the system,,and some of these have been working with out any repair for 50 years....and yes,, they can be ornery to rebuild..

doing it again . I once had a transmission that I?d
built and it would not stay in fifth turned out I?d put
the fifth gear shift collar on backwards that took
some head scratching finally studied the picture in
the book and could see what I had done it was just
a drawing but if you really look close at them they
include just the amount of detail to see what you
need .
