John Deere H Steering Shaft

I am restoring an H, and I haven't put the final paint on it yet. I have completely reassembled it, and the steering shaft is rubbing 2 rings around the shaft; one where it comes out the hood opening (the hood is below the shaft at the point it is rubbing the shaft) and the other against the exhaust pipe. I have replaced the bushing in the steering column bearing and I had a machinist rebuild the worn steering shaft. While this helped, it is still rubbing.

A John Deere friend suggested I elongate the holes on the exhaust pipe bracket and thus move it over slightly. Any suggestions on the hood? I thought of two ideas:
1. Heat the hood with a torch and bend the opening slightly.
2. Use a die grinder and make the hood slightly thinner where it is rubbing the shaft?

Any suggestions on which one would work better or other ideas are appreciated.

Don't do either. Why mess up other things when the problem is with the shaft.
Find out why it is rubbing. If you have to do some modifications, do it at the mast.
 
Heat up the muffler by the dent and with a round bar about that size tap it so the dent is a little deeper.
 
Thanks for the idea. I purchased a chrome straight pipe for it. If I heat it, won't it tarnish the chrome?
 
Yea, you probably don't want to try it on a chrome stack. It may or may not tarnish it depending on how hot you make it.
