I am bush hogging with a 513 JD hog attached to my JD 4230. I am constantly having to pull the rockshaft lever because the implement leaks down in a matter of a couple minutes. However, if I kill the tractor with the bush hog raised it does not leak down over night. All fluids are full. What is causing the leak down?

My 1st guess is the friction washers designed to hold rockshaft control lever in set position is loose or worn out. Once engine isn't running there's no vibration so control stays where it was setting.
