You need to be tight enough to take all the slack out of the linkage and band. It is assumed you freed up any stuck pins and have the threaded parts turning freely. I tighten until there is a definite resistance, but not a hard force, to turning when the screw tab comes up out of the detent the 1/4 turn called for in the manual.

To work right, every step for adjusting the steering and brakes must be done. They must be done in the order shown in the manual. Both sides must be done for the system to be in balance.
Did you replace both the steel and lining discs? Did you measure the thickness of each of the steel discs and lining discs to see if they were at spec? Not knowing where you got your parts there are discs sold out there that are the wrong thickness and can cause the clutch not to dis-engage if they are too thick.

Everything is new. Before I tighten up the brake. I could see both clutches work. I'll go back at it this am. I must of done something wrong

I figured it out. Brake was way out of adjustment. Works mint. Bigger issues now. Tranny leaks bad under neith. Out the weep hole
