John Deere 430

I have a John Deere 430 that is idling to high. We adjust the carb to gov linkage and that helped. I read that you should adjust "the throttle and adjusted the linkage between the govenor and carb so it was the 1/2 hole short at the carb". So how do you do this? at throttle idle position or ?
What else can we look for. Trying to help my nephew and son on this tractor but I'm not sure what else to look for?

Here is a copy of the page for adjusting the governor/throttle linkage from the 420/430 service manual I have. Note the 420/430 service manual (SM2019) refers back to the 40 series manual (SM2013) for some things that are the same between models, this being one of those items. The reprint copy I got from a vendor (Peaceful *****) on eBay has the applicable 40 series manual info combined into the 420/430 manual (SM2019), so I didn't have to purchase both manuals. If they don't have a manual and plan to keep the tractor I suggest they get a copy of that manual, or get copies of the 2 service manuals (SM2013 and SM2019) from the YT store.

Use the instructions from the service
manual for the rods. The idle speed
adjustment screw is on the back side of
the carburetor where the rod goes in. You
need a stubby screwdriver to adjust it.
