60 power steering

Hello,
Just got my power steering pump rebuilt, it had a cracked center section.
The old JD boy who built it for me told me to make sure my fill/dipstick vent was not plugged.
I checked my fill/dipstick and it had 4 holes in the upper part of the shaft, but I am pretty sure there is no vent out t hy e top?
Anyone have any thoughts on this ?

That bronze part in the center is the vent. Soak it in some cleaner and then blow air pressure in the bottom and hold fingers over holes you should see it bubble.
 
So I sprayed some penetrating oil, then carb cleaner into the 4 holes and let it sit with the dipstick up, letting the fluids soak the "bronze" center section.
Tried pressurizing the 4 holes with air hose, never did get any bubbles or seepage?
Don't want to insult you, but are you sure the center bronze color is suppossed to be a vent ?
