JD 3020 load screw issue

I have a Zenith carb on my 3020. I bought two new carbs. (Original was in bad shape) Both have leaked fuel through the load screw.
I'm assuming the rubber washer that the needle goes through is the culprit. My question to you all is. Do I send the second carb back or try and fix this one? I'm leaning towards fixing this one. That being said any of you got an idea how?
 
That's what I meant by rubber washer. Tried on 1st carb with no luck. Just did it with this one a few minutes ago, we'll see what happens. If that doesn't work, I'll try and use the one from the original carb.
 
So you have the "gland nut" bottomed out, and it's still leaking?

Remove the "nut" and add a wrap a short length of "graphited packing" wrapped around the needle stem, then snug the nut down on it.

The "old timers" used to use a length of cotton mop string drawn against a bar of soap.
