I got lucky 🍀 I thought the tachometer had frozen but it turns out I just wasn?t smart enough to realize there was a chrome dust cap over the actual drive on the tach . It?s different than one on the 4020 it must have lost the dust cap

Good to hear. Since the original on my Dad's old 3020 hadn't worked in years, I just bought a new one. I think this one was about 105 bucks, there are less expensive ones but they have the PTO in the wrong spot.
