Does the rockshaft rotate lower than usual ?

Don't think so but maybe. It likes about 4" to go all the way up

My 1st thought is control lever isn't adjusted to control shaft correctly. Notice slot in arm bracket encircled in blue. If it was my tractor I would adjust L/D mechanism following the several steps as outlined in a JD 830 tech manual. IIRC the adjustment procedure in tech manual addresses the correct lever to control arm adjustment.
