420 Drivetrain issue?

Classic case of it was worked but leaked, but now that I fixed leak it don't work. Split 58' 420 with continuous PTO and changed seal on power shaft drive gear housing. Got it all back together and now clutch will not disengage the input shaft and allow me to shift. Tractor will start in low gear and drive with no issue. PTO has power, ran out some 2-4-D with sprayer and used off switch to stop. Tried all the stuck clutch tricks with no luck. So I pulled the engine off today. With PTO engaged and transmission in neutral I can spin the inner power shaft by hand in front of throw out bearing and turn the PTO output. If I spin the outer drive tube it does not turn the PTO output. Is that correct? Dropping the transmission in a gear and the inner shaft engages the ring gear and rear tires, but spinning the outer tube still has no effect. Trying to diagnose which end of power shaft is my problem, the clutch or transmission? Thanks for any help.
