JD301A industrial PTO won't stop

Not sure the year of the tractor. Got it from township, which used it to mow the side of the road. Thought when I first bought the tractor that depressing the clutch would stop the PTO, allowing the rear or forward PTO to engage. Since then the hydraulic filter has been replaced. After the filter is when I noticed the PTO would not engage without major grinding. Tried engaging the PTO with the tractor in park and not in gear at all and still same problem.

Only way I have to engage the PTO without grinding is to shut off the tractor, engage, and restat.

Additionally had a PTO arm fall off, hardware on the tractor end broke. Drained most of the hydraulic oil. After fixing the rakes worked for a bit than failed. Bled the brakes and that fixed that problem but PTO problem remained.

Have a manual for the tractor and it said to measure hydraulic pressure through port by the gear shift levers. Went to do that and my tractor doesn't have the port indicated.

Driving and shifting forward and reverse gears is working like normal.

Tried adjusting the mechanical linkage on the clutch pedal for travel and nothing changed.

I am not a mechanic but have a basic understanding of how the tractor works. Also have access to mechanic.

Had thoughts of trying to bleed off more air from the hydraulic system but have no idea where.

Looking for ideas how to troubleshoot this problem.
 

Does your tractor have hyd ind pto or dual stage clutch pto? Hyd pto has a control lever between the 2 trans gearshift levers. If your tractor has dual stage clutch pto then I think pto clutch is stuck to pressure plate.

If clutch free travel is adjusted correctly then only method for attempting to loosen pto clutch other than splitting tractor that I can think of is spray clutch assembly via inspection hole with brake cleaner then attach rotary mower to tractor,tie clutch pedal down,engage pto & start engine. Let engine get normal operating temp & hope clutch disk frees from PP. Stopping/starting engine with pto engaged with rotary mower attached might help.
