jd 730 diesel fuel problem

tractor is new to me, when i bleed the filters tractor starts right up and runs good, 20lbs fuel pressure. When tractor is shut down there is a lot of fuel pushed back into the tank, on restart there is no fuel pressure and won't restart without bleeding filters, then starts right up again. The tank vent is clear. I have the gauge on the no 1 filter bleed hole.

Just saw that there is pressure relief valve on the injectors, will try looking into them.
